Flight Note vs Flight Plan in Canada?

Folks,
Question on flying in Canada. I understand that it is
mandatory/required by CARS that one always file a flight plan prior to
taxi/takeoff. But, I've also heard that one can file a "flight note"
with your friend, wife, whomever, and not file an official flight plan
with Nav Canada. I assume, as you folks are under a fee-based system,
that if you file an official flight plan with Nav Canada that costs $$,
whereas, of course, the "flight note" is free.
Hence, if you're just doing a scenic flight in the general area, or, if
you just don't want to file a formal flight plan, that's how you "file."
...just want to fly by the rules without getting all wrapped up in
paperwork...
On the other hand, I know that as I head up North in sparsely populated
areas it's just plain smart to file a formal flight plan.
