28V system to 12V cigarette lighter

I have a 28V system in my Moose. I want to install a std 12V cigarette
lighter to power and charge things. From what [little] I understand,
would it be as simple as finding the right size resistor to install
between the bus and the 12V lighter? I've seen some DC-to-DC power
converters out there, but, as they are TSO'd, they seem outrageously
expensive for the [simple?] task I want to accomplish.
Has anyone done this? Any input on what part(s) to buy or what's
involved?
