Wing skin doubler

The wing skin doubler that goes to the bottom skin, the manual says 4
3/4" and 3 1/2" for the two holes in it. The holes in the LE and main
skin both have 3 1/2" holes in them already. I don't want to open up one
of those holes to 4 3/4" if not needed. The manual says to drill them
but they were already in the skins. So what size holes do the builders
have for these two?
Also, I have the nut plates for the hinges, do I still cut the
inspection holes?

If the holes are there already U sure don't need to make them any bigger.
You'll never really need in there anyhow! As for the smaller holes, that
they now show to cut at each aileron hinge..NO you don't need to go thru
that hassle... now that I shipped you those anchor nuts!
