Mike Betti,
You have the option to flush rivet the wing, fin, and stabilizer leading
edges. The general opinion is that it isn't worth it for any reason.
You do flush rivet some of the movable surface areas (ailerons, flaps)
that go under the wing upper rear sheet, where the wing tips rivet on,
and both wing root ribs for wing to fuselage fairings. Don't remember
the elevator for sure but I don't think any flush on it or rudder. Do
add access holes on rudder and fin hinge if they are not there already.

You will get smaller, more accurate dimpled holes if you dimple before
drilling to final size. Drill just big enough for the dimpler nail.
The hole naturally grows as the dimple is stretched.
