rebel elevator/rudder

I just finished flaperon #4. Now it's time to move on to the tail. It should
be flying in no time at this rate! Looking at the drawings, it seems like
the rudder might have the same problem with the end rib twisting from the
aerodynamic balance tip loads. Should I reinforce it also as per Wayne's
description of the elevator end rib fix/mod?
The elevator/rudder ribs are bowed like bananas. Should I use my new fluting
pliers to straighten them, being careful to not put a flute where a rivet
will go?

You will need to straighten those ribs before using them... I straightened
mine with just a few taps in the shrinker... only took about an hour to do
all the ribs for the rudder and elevator for my Moose.

The rudder tip doesn't have any lead weight so I don't think it needs
reinforcing??

Yes, preferably between where the rivets will go ;)

Way to go Jesse Better start planning your paint scheme and panel :) I
don't think you need to bother with the gusset on the rudder as it doesnt
get any balance weights in the tip. If you can lay a rib on the table and
flatten it with finger pressure you should be able to tweek it straight
while you drill without any trouble if not some small flutes won't hurt
anything.

Another question: There is a note in the MAM about getting an inspection
before closing the tail surfaces. This made me realize that I have not
really thought much about how I will have to deal with the FAA during this
project. Do you you really have to get these pre-closure inspections? I
thought that was done away with in the US. Do I need to take pictures, or
keep a log or something?

Yes you MUST>>MUST>>MUST have a work log of what you have built and pictures
as you go along are sure nice as well. Otherwise you can't prove you built
it when the inspector asks you to prior to signing the declaration that you
have indeed built the airplane.....Ralph's message just popped up and covers
the rest. Kinda interesting that the FAA doesn't require the Tech advisor
inspections..but the insurance companies do..probably based on construction
issues no doubt that don't crop up in Canadian amateur builts that get
preclose inspections prior to completion and then a final.

I think your questions have already been covered in detail, but thought I'd
add that the inspectors in our local FSDO indicated that they would be
interested in coming out periodically during the building process to look
things over. Working with your inspector like this over time should make
final inspection time a breeze, but it's not a requirement.
