Boat OPERATOR Licence required in Canada for all boats under

EVERY thing that floats in the GREAT State of Illinois has to be registered
as a personal water craft. Except floatation toys. I have two of the inertube
type fishing floats that you set in and fish out of, and was told by a state
trooper and the DNR that I could not use them till they were registered with the
state and had numbers on the side. Since jet skis the state lump summed all
floatation devises as personal water craft.
