Moose Rudder Balance

Scott,
No weight in the rudder horn.
In level flight I went to aprox. Vne(189mph), the airspeed indicator only
goes to 180mph. I did not do calibrated runs a full throttle, most of the
wheel testing was at low altitude. I found at low level and 75% power was as
fast as I wanted to go. Comfortable cruise was 65%, 2300rpm, 23"mp and 16gph
about 140mph indicated.
