Anybody know of any partially completed Rebels kits for sa

I have a friend in the US who is thinking of a Rebel and he wonders if
there are any partially completed projects for sale. He wondered also
if there would be an issue of importing into the US a Canadian
built/partially built aircraft. Any information would be appreciated.
