use.

Is there a formula?

The 4313 has a list of amperages and wire sizes and
breaker sizes.

Yes I highly recommend the aeroelectric book.
However if you have the ac43.13, you first add up how much current you
need to supply your lights. Then you use the table to decide the minimum
size wire to supply that current without excessive voltage drop or
heating of the wire. Too large of a wire is never a problem other than a
few grams of extra weight. Then you use the next table to select the
circuit breaker that will protect the WIRE in the event of a short. The
purpose of a fuse or breaker is always to protect the WIRE. Therefore
you can pick a smaller breaker than the table recommends as long as it
is above the current your lights will need. Breakers are slow to trip so
generally there is no need to allow for any extra surge current with
light bulbs.

I've heard of a 40% rule of thumb for sizing circuit breakers. You don't
want more than a 40% gap between the highest expected load on a circuit when
operating normally and the rating of the breaker. For instance, a six amp
load should not be protected with a breaker larger than 10 amps. Otherwise,
something could potentially go wrong with the circuit and not trip the
breaker, except of course, a dead short. This could cause damage to
equipment or worse, cause a fire. Of course, you don't want the breaker
rating to be too close to the load and have it tripping all the time due to
momentary load fluctuations either. I learned this rule of thumb in the
satellite tracking station business, but electricity is electricity.
