Rudder Pedal Assembly Interference

Despite reaming the inside of the outer rudder pedal assembly tube, the
inner tube is pretty tight. Tight enough that I would think the brakes
could stick since the tube can't turn freely. Do you have to sand off the
black paint from the inner tube? Ream the outer tube more? What have you
all been doing?
