I just talked to customer service at C-aire in Minnesota (mfg of my air
compressor).
They told me a BETTER measurement of free air cfm is to measure the
recovery time. For example if the compressor max cutoff is
125 psig and the kick on is 95 psig then 30 psig (psi gauge) is the
pressure. So for a 60 gallon tank Volume = 8.02 cuft Recovery Pressure = 30
Recovery Time = 1.5 minutes then determine C (free air cfm).

C = PV/(14.7T)
C = (30 * 8.02) / (14.7 * 1.5)
C = 10.91 Free Air cfm cuft per minute to power my air tools

See my previous post on Estimating free air cfm for more detail.
