Wayne,
What I had in mind was something similar to what you describe. The Elite
has a 1.25 " by 0.063 return flange at the door sill. This is much stronger
than the Rebel at the point where the seat belt bracket attaches. My
thought was to rivet the steel bracket upside-down and behind the lip as
close as I could to one of the many cross braces. The bracket would have a
nutplate as you describe. I would then bolt the end of the seat belt to the
steel bracket, adding an 0.063 spacer/doubler to fill the gap between the
steel bracket and the interior wrap skin I would probably need a washer to
provide clearance for the belt webbing and also safety wire the bolthead.
This should be much stronger than the Rebel configuration which just bolts
up to a bunch of much thinner sheet metal parts, yet be unobtrusive in the
door opening. I believe 9g's are used in crash load calculations, so maybe
I'll run some numbers and chase the load path down before I do anything. I
have examined the Alaska crash pictures and they are very informative. I
didn't see a weak area here, but I certainly don't want to create one
either.

Chuck, cut a plate of similar size that is suggested, but that will fits
below and allow the seat belts steel fitting to sit below the door sill.
For
mounting the seat belt fitting you will need to install a 1/4" floating
anchor nut on the back of the fitting and cut a clearance hole for same in
the side panel. A LOT nicer on the butt when getting in. I just wish I had
of done this in my own Rebel and not just in all the others that came
along
after it!

I am building an Elite and, unlike the Rebel, it has a massive 0.063
side
panel beneath each doors. I am trying to figure out a way to bolt the
seat
belt directly to this and eliminate the irritating belt attach
protrusion
that gets in the way every time you enter or exit a Rebel.. I think the
best way would be to attach the belt below the entry lip. The next best
way
would be to use a link that would rotate out of the way on entry or
exit.
Or I could leave it as designed until it neuters me.
