flap/aileron hinge shims on SR

Hi all,
Need some clarification here:
Manual says to use shims under the flap and aileron
hinges on the rear spar in order to line them up. This
can be difficult after the fact as two hinges on my SR
with extended tanks will be all prosealed up.
Have you guys found them necessary?
