Water Drain Outlet

I have a question on the installation of the
water drain outlet fitting (W-159) in my Elite
wing. The manual seems to call for its
installation on the outside surface of the tank
skin, drilling a 5/16" hole in the center. But
wouldn't it be better to install on the inside
surface, given the weight of the fuel? The
flange is 1/16", and perhaps this isn't such a
good idea because of the tiny amount of water
that might not drain. Some advice to a novice
would be deeply appreciated.
