installing SR elevator skin onto frame

Hi all,
Instructions for my SR say to 'only rivet one side of
the skin on at this time so you can install bits and
pieces later, blah, blah, blah'.
My question is this, from experience is one side
better to leave open than the other...as far a
acessability is concerned?
