Rebel wing stringers/angle plates

When cutting the 'J' shaped notches in the angle plates for the #4 rib
stringer cutouts, is the top flange of the angle plate cut out to accomodate
the width of the stringer flange(?),
OR, is the 'J' notch cut out entirely in the side of the angle plate, with
the angle's flange left intact? So that when the angle is slid over the
stringer, the angle's flange is over the stringer's flange?
Hope that makes some sense...
