Rudder Pedal Mounting

I am test fitting my rudder pedals. After installing the 5/8 X 5/8 tube down
the center of the floor I am finding that the rudder pedal assembly rides up
on it and I cannot get both of the delrin bearing blocks to sit squarely on
the floor. If I push one side down the other side rises up almost 1/4 inch.
Even with the doubler under the block I will still have a space. If I force
it down the rudder assembly will be really tight against the centre square
tube. Doesn't seem right. Is there something I am missing?
