[rebel-builders] elevator trim spar

It's a recommendation for the outboard rib only on the rebel. If you
don't want to drill out enough rivets to do it I'd suggest it would be
reasonable to just fit .032 triangular doublers top and bottom and call
it better than most rebels.

Manual says we are supposed to add 'clips' to connect the trim ribs to the
trim spar. Do they mean all 4 of them, or just the outside ones? This
procedure is a bit of a pain for me, as this part was partially completed by
the previous builder and the spar, skins, and ribs have already been drilled.
Not a lot of room in there.....trying to fit (hold) a 'clip' under a folded skin and
3/4" spar, and then drill through the clip and the rib! Argh!
Looking for a bright idea....or some sympathy! :)
