[rebel-builders] tail wheel split pins

Hi Ben I had the split pins on my tailwheel break allowing it to castor
freely. It happened in deep snow while on skiis so maybe not a problem for
others and I haven't heard of any one else having problems. Since the pins
are captured under the top cap I just replaced them with drill rod.

One idea around this would be to drill the holes for the pins all the way
through the bottom of LG18. That would at least allow me to press them out
from the other end with drill rod or something. I think no down side either?
