QB Moose Aileron question

Hi Guys,
I have QB Moose 295. In working on the right aileron I discovered a
divergence between the manual and the aileron built at the factory.
On page 2 of chapter 8, it shows a doubler AIL-312 behind the spar
AIL-301. The doubler reinforces the leading edge ribs at station 2
and 3 - two of the ones that have Aileron Control Plates. The doubler
was not installed at the factory.
Has it been obsoleted? Or do I have to fix it?
