[rebel-builders] control torque arm

Dave,
The rivets look to be in shear and being a control part (rotating), I would
suggest putting in SS rivets.

In chapter 12 page 16 fig. 24 It says to rivet with 3/16 avex rivets.
Should they be stainless steel ot aluminum rivets.
