In Canada, inspectors will want to see all areas open. In my case, I spoke
with my inspector prior to closing and took detailed pictures of the closed
areas.
It will depend on your inspector and how anal they are.

rivet the floor skin into place until the floor bulkheads have been
inspected. Once riveted there will be no way to inspect the floor channels,
