Rivet the tailcone floor in or....

I am just finishing the tail cone floor. My assumption is that I should not
rivet the floor skin into place until the floor bulkheads have been
inspected. Once riveted there will be no way to inspect the floor channels,
etc. Based on past Canadian inspections, is this the right way to go, or
....
