Fus 33 install problem

I am trying to install the corner wraps on the tailcone (fus 33) and am
having great difficulty getting a 5/16" edge distance for my rivet holes. I
have drilled the corner wrap to the bottom skin, but when I pull the skin
around the bulkheads I cant get anywhere near the edge distance I need. At
bulkhead A I might have 1/8 inch edge distance if I really pull hard. Is
there some trick to this that is not in the manual?? The tolerances seem
really tight.
