Pulley bracket - rear fuselage

I have to manufacture a couple of pulley mounting brackets - the ones that
attach to bulkhead and floor near the rear of the plane. I believe it is
bulkhead "D". What material thickness should I use? Also, on the plans it
shows the brackets riveted to both the bulkhead and the bottom fus skin. Is
there a doubler that goes on the bottom skin as well? If so, what thickness
again?
