The sections are too long to type here. Go to www.faa.gov and there is a tab to take you to the regs. 23.157 Rate of Roll says "using a favorable combination of controls" and not ailerons specifically. 23.455 Ailerons but the requirements lead you a circle so you need to be a lawyer to understand.

Hi All

Anyone know the FAR or Canadian requirements on aileron movement or effect ?

The UK rules say 30 degrees bank to 30 degrees bank in less than 5 seconds
in both directions at an airspeed equivalent to 1.3 Vs. If this can not be
achieved a higher approach speed will be mandated.
