FWIW - I installed the Hall Bros. VG's on my Moose. Recommendation was 10% - 12% of chord. The forward edge of VG's is just behind a rivet line (it worked out at 10.6% of chord). Also FWIW, at Hall's recommendation, I tried several different placements within this range with no appreciable change in performance or handling between any locations. Addition of VG's made a terrific improvement in slow speed handling, flare during landing as well as in stall characteristics.
