Absolutely the weights go to the forward end of the tip in an effort to
improve the balance of the elevator on its hinges and reduce the
tendancy for the elevator to flutter like a tuning fork and destroy itself.
Fairly clear in fig 7.4.1 in the 1998 Rebel manual if you have that. I
don't recall any confusion in the older 1992 manual but I don't know
about anything newer or the figures you mention.
