If it's an off white color dollars to donuts it's a sloshing compond. Probably Radolfs(sp). There where two types Auto or Avgas. Avgas slosh couldn't take the alcohal in auto gas and would break down somtimes enough to plug you're fuel lines.
I've heard BUT don't know for sure Rardolfs now makes a slosh that is compatable with both fuels. Good luck and hope you come to a good fix. It's a nice plane to fly.

Jim,

If you're seeing off white in your tank you're probably seeing a tank
sealant. If that's the case, you may have nothing to loss by just sealing it
again and hope it solves you problem. Try and find out from the original
builder what tank sealant he used. A salesman at Randolph told me their new
alcohol resistant tank sealant (#912 ?) is not compatible with their old
sealant. If you can't find out what the original sealant was, I would remove
the wing, slosh the tank with MEK to remove all existing sealant, and start
over.

Randolph's original slosh (802) is Yellow. The 912 alcohol resistant stuff
is white. It is really "thin" in viscosity compared to the older yellow
stuff and I don't see how it could plug anything larger than a very minuet
pin hole, but maybe that's all Jim needs. I opened up a new $100 Cdn gallon
of it to fix up Charles Dixon's tanks and after seeing the viscosity I
immediately hammered the lid back on and went at it the proper way. My
suggestion is, as others have offered, to pressure test and have a good look
see to find the leak. Then the only real permanent fix is to scuff to bare
aluminum and put the proseal to her!
