inspector we had didn't mind us closing the floor, just as long as we
documented everything with pictures that he could view upon his inspection.
Each inspector is a bit different.... in some cases they think they are god.

I intend to run all wiring and plumbing above the floors. Installing
controls will be easier (I think) with the floors installed.
