I believe it is to be cut to make 4 spacers 5/8 inches long to be used where the seat back bolts onto the base ( instruction 20 from page 25-7 July 1994 6ig 11) but the manual doesn't say to drill out the seat back to accept them or the bolt that holds the back to the base.
