Hi Kelly !

The idea of mass balance is to balance the weight of
the control surface, so it doesn't want to drop ....
usually one just adds enough weight to equal about 60 or
70% of the weight, so it still falls, but slowly.

Having too much weight on a horn is just as dangerous as
not enough !

The easy way to tell is to disconnect the aileron completely,
and lift it & drop - it should fall slowly to full down - or at very least,
to neutral .... If it doesn't, there's a good chance you have
too much weight !!
