A couple of years ago a member of my local EAA chapter needed to remove proseal and they used a polysulphide stripper called
Poly Gon 300-AG (GEL). This material chemically emulsifies the cured proseal allowing it to be flushed away with water. The supplier of Poly Gon is RPM Technology, LLC.
I have never used the stuff myself, but I understand they will send out free samples of the stripper. You don't have to get a 50 gal drum.

Subject: Re: [rebel-builders] Proseal removal
I removed it with MEK before it hardened. Very messy.
MEK does soften hardened proseal but might also undercut the proseal
under the rivet head. Paint remover probably also works and might be
easier. I would try loosening it with the wooden dowel in a battery
drill as I mentioned recently for sikkaflex on my floats.

Actually Drew I'm convinced that gasohol doesn't really affect proseal
until the pure alcohol drops out and sits in the bottom of the tank  ;(
On a 'ramble' I use gasohol in preference to 100LL but of course it
doesn't sit in the tanks very long.

What is the easiest way to remove old proseal from the outside tank skin?

Mogas with ethanol in it ;)
Seriously the easiest way is probably mechanicaly by scraping or a
scotchbrite pad on a die grinder.
