Cost of Float fix

Hello,

I have been shopping for a Rebel and have found one that has not had the Firewall Cutback, or the float fix. There is no sign of firewall cracks or shearing rivets on the door frame. Were I to buy it, how difficult, expensive, and time consuming would the the float fix be to perform?
