I received my kit on 5/16/06. I have finished all the tail surfaces,
ailerons and I am just closing the second wing. Still a long way to go.

I was about to start riveting stab skins.was wondering if there
should be an access hole to get to the
nuts for the elevator hinge.doesn't say anything in the manual about
it.if i should whays the best way
to go about it.

Close them up and don't worry about the bolts or access.
Unless of course you need a pre-cover inspection which is required in
Canada.
