I used a hole saw that has a single spinning blade. I think I got it at
home depot. This version allows you to change the radius of the blade and
thus the diameter of the whole. I have also used regular hole saws as well.

Having installed # 10 plate nuts in the rear spars to mount the aileron
hinge bolts, is it still a good idea (necessary) to drill the 2-1/4 Dia
inspections holes in the bottom wing skins?

Don't see a reason to cut perfectly good aluminum...and then add 50 or more
screws to hold the covers on. They are only there so you can adjust your
hanger brackets.
