Have you tried Velcro?

A bunch of homebuilders I know swear by it. You can even orient multiple strips fore and aft for maximum loop/hook contact.

I have tried glued on non-skid underlay and carpet tape. Both are not
really up to snuff unless you really go for better or more sticky. I'm
considering the nail-strips used commercially for carpet. The problem

it breaks free of its moorings and piles up. I know - I should lose
weight and there wouldn't be as much force. Hmmm. Now that that didn't
work, does anyone have a good solution to this issue?

I don't understand what you mean by 'rivet snaps'. A large headed rivet
with a washer around it?

Yeah, that's what I meant. Like the button snaps on a winter jacket
with the male part riveted to the floor and the female part attached to
the carpet.
