rebel wing inspection holes

Hi all,

Question on the aileron hinge inspection holes on the left wing. (10.10 step 49). Seems the hole near the tip serves no purpose. Just pull the tip like the right side.

The one inboard of rib number 7 is more problematic. As I read the manual it ends up exactly where the slot is for the control horn. Can't see how this is supposed to work. Any help?
