Rebel vert-stab skin

Hello all you rebel builders.
Can anyone tell me does the vert stab skins have the crease facing out or in
? again the instructions are not clear? they tell me face them down for lay
out and from there???
I feel that they should be facing out ! just like the horz-stab.
Any advise would be so helpfull.

Creases (the high ridge) faces out on all the panels.
