I wouldn't be surprised to have them say that they leave it out so you can adjust the arm position to fit your application.

I can't tell by looking, but the fuel valves in Jerry's picture, described as the Murphy supplied valves, look to be 1/4 inch. I decided early on to replace those valves with 3/8". I was concerned with the flow restriction that would occur. With a Lyc O-235 in my case it may be over kill to use 3/8,...

I would drop a plump line from the center of the bulkhead at the top, to the center of the bulkhead at the bottom. If your table is level, and the plumb bob is making sense, then you are good to go. I would recommend that you buy the full set of books by Tony Bengelis. You can buy a set of 4 for $90 from the EAA.
You might also find some on EBay. These books contain a wealth of knowledge about homebuilt aircraft.
